Denise Freeman is the Program Director for NCALL Research Housing Counseling Department and Program Manager for Kent County’s $tand by ME Financial Empowerment Program with over 18 years experience. Denise oversees staff who have provided housing counseling services to over 8,500 families and over 3,500 in financial coaching to include credit, budgeting, asset building, debt reduction and savings. NCALL’s mission is to promote affordable housing, improved communities and sustained development. $tand by ME’s mission is to provide Delawareans with a personal financial coach and a toolkit to navigate the challenges leading to personal financial security. Her passion and drive has always been about ensuring access to resources and financial tools to achieve financial success.

As a child growing up in a military family, “I’m from nowhere and everywhere” is the common script most military children learn to say when they answer the question “where are you?” With tours all over the country and overseas, you know your time will be limited at each base your family is assigned, so you never get too comfortable, especially when you live in base housing. It wasn’t always easy but you learned to make the best out of what you had. Denise learned early on the importance of dedication, honor and family.

In 1979, Denise followed her father’s footsteps and joined the Air National Guard as an Air Traffic Controller, where she met and married her husband, followed by an enlistment in the Air Force Reserves as a Para Legal.

In 1993, Denise joined NationsBank as a Credit Analyst and Trainer where she provided credit line increases and trained new Customer Service Representatives at the Dover Site. In 1999, Denise accepted a position at NCALL Research as a Housing Counselor. This position laid the groundwork for her love of helping families achieve their goal of homeownership and within a few years, was promoted to Director at NCALL with a team of five experienced Housing Counselors and in 2012, accepted the position of Program Manager for Stand by ME Kent County with a team of five incredible Financial Coaches and a Consumer Services Assistant.

Denise earned her Bachelor of Science Degree in Human Resource Management from Wilmington University and holds board position (previously as Chairperson) with the Delaware Federation of Housing Counselors and board position with Diamond State Community Land Trust, Supervisory Committee with Dover Federal Credit Union and Family Selection Committee with Central Delaware Habitat for Humanity.

Denise and her husband of 35 years are military transfers to Dover AFB, now reside in Camden-Wyoming, DE and have two adult children whose son is enlisted in the Delaware Air National Guard.
